Problem
When the area given over to cars grows unchecked, asphalt steadily displaces greenery, paths, and gathering spots until almost nothing is left of the life between buildings.
Solution
Cap the area devoted to parking at around nine per cent of any district, so that enough room remains for greenery, paths, and gathering places between the buildings.
