Problem
In one large, formal meeting hall, only a few dare to speak up — most of those present remain silent listeners. An intimidating setting smothers the very exchange a meeting is meant to enable.
Solution
Set up several small meeting rooms rather than one large hall, since far more people speak up in a small circle than under the pressure of a big, formal gathering.
