Problem
Lighting a room evenly all over makes every part of it equally bright and therefore nowhere in particular — there is no spot that quietly draws people toward it.
Solution
Instead of even overall lighting, create separate warm pools of light above tables and seating corners, so they divide the room into inviting areas and pull people toward them on their own.
