Problem
When the banks of rivers, lakes, and the sea are absorbed into private lots, access to the water disappears for everyone else; a shared resource becomes the exclusive property of a few.
Solution
Keep the banks of rivers, lakes, and the sea open to the public and never let them be walled off by private land, so the water remains something that belongs to everyone.
