Problem
A small town within reach of a big city easily loses its own jobs and its own center; it turns into a mere dormitory, emptied out each morning and returned to only to sleep.
Solution
Deliberately strengthen the economy, the center, and the character of small country towns, so they remain places of their own — with work, trade, and community — rather than fading into dormitory suburbs of the nearby city.
