Problem
Force a city into one uniform way of life, and it smothers the many different values and habits people actually want to live by. Let it split into sealed enclaves instead, and residents lose touch with each other and with the city as a whole.
Solution
Shape the city as a mosaic of many clearly distinct subcultures, each with its own character and its own space, yet kept open and easily reachable from one another, instead of blending into a bland uniform mass or splintering into isolated ghettos.
