Problem
A bare pole with a sign offers no shelter from wind or rain and nowhere to sit; waiting turns into an exposed, uncomfortable stretch of time.
Solution
Make every bus stop a small, sheltered place worth waiting in, with a seat, protection from the weather, and perhaps a kiosk nearby, rather than reducing it to a bare pole and a sign.
