Problem
Cluster shops in a few locations, or scatter them without any logic, and you get either oversupplied zones locked in ruinous competition or empty gaps where no one can shop at all.
Solution
Let shops settle where there are enough people to sustain them, encouraging a balanced, fine-grained web of stores, instead of letting concentration in a few spots or bare gaps take hold.
