Problem
Most people live as tenants, in houses they are not permitted to change. A home you cannot shape or build upon stays foreign to you — it is managed, but never truly inhabited.
Solution
Give every household the chance to own its dwelling and to alter and build upon it over time, instead of renting it forever exactly as it stands.
